Steps for Requesting a Quote and Hiring a Vendor
1. Identify Scope of Work and Use Case
Ideally, a full manual evaluation looks at every part of every page, and for many smaller websites and applications, this is often what should be done. However, for large websites and applications, this is not typically practical. On large sites, there are hundreds of pages with content that follows a repeated pattern, so testing a smaller subset of these pages will give an accurate picture of the whole. That smaller piece is referred to as a representative sample. See Scoping a Website or Application for Evaluation for guidance on identifying use cases, landing pages, layouts, components and interactive content.
2. Enter Information in the Accessibility Evaluation Template
In the Accessibility Evaluation Template [MS Word], complete the following sections:
- Product Description
- Proposed Scope of Work
- Use Cases (You may also list landing pages, layouts, components and interactive content here.)
3. Initiate Quote
To start the quote process, email the vendor(s) of your choice a brief overview of your project and include the Accessibility Evaluation Template.
4. Vendor Consult
Upon receipt of your email, the vendor will typically consult with you to go over the scope of work and use cases for testing. The vendor should advise an estimate of when you should receive the quote, as well as when to expect the final evaluation report.
We also recommend discussing the vendor’s approach to retesting issues noted in the original evaluation once the unit/contractor has remediated the issues.
5. Vendor Selection
- Once you choose a vendor to perform the evaluation, the vendor should provide a statement of work that shall include, at a minimum, the following elements:
- The specific scope of testing and evaluation
- The timing of testing and evaluation, e.g., the due date
- The cost for the scope of work
- Follow your unit’s procurement process to generate a P.O. for the vendor.
6. Deliverable
- Vendors are required to document testing results in the Accessibility Evaluation Template [MS Word].
- Vendors should meet agreed upon time-frame for deliverables, and in the event of unforeseen circumstances that prevent timely delivery, they must notify the unit as soon as possible.
7. Overall Accessibility Health Rating and Retesting
To meet the Minimum Digital Accessibility Standards (MDAS), the overall accessibility health rating must be “Meets Accessibility Standards”. If the status is “Fair” or “Poor” the unit must continue work to resolve the outstanding issues. This can be accomplished by remediating the issues and working with the vendor who performed the original evaluation, hiring a different approved evaluation vendor, or working with an OSU certified evaluator within your unit (if applicable) to retest the items.
Once all accessibility issues have been retested, the items must be updated in the Accessibility Evaluation Template [MS Word] along with the new accessibility health rating.
Vendor Pricing
The following criteria was used to determine cost estimates for evaluations. These are only estimates to use as a general frame of reference. Vendors will consult with units to validate the scope of work to finalize the estimate.
Low Complexity

Medium Complexity

- Use cases include evaluation of all pages the user must navigate to in the use case, including unique content and components not evaluated on the home page/view/screen.
High Complexity

- This includes all content, components, and structural elements.
