Digital Accessibility: Title II and You

From Compliance to Commitment

The Department of Justice (DOJ) published new regulations addressing digital accessibility under Title II of the Americans with Disabilities Act (ADA) that will go into effect on April 24, 2026. The revised rule mandates that all web content and mobile apps (digital content) must be readily accessible upfront and comply with the Web Content Accessibility Guidelines 2.1, Levels A and AA (WCAG 2.1).

To help you navigate these changes, we're providing helpful strategies for reviewing existing content and creating new, accessible content for university websites and courses.

Spring 2024
  • April 24, 2024: U.S. Department of Justice released new ADA Title II web and mobile app accessibility regulations
  • May 1, 2024: ADA Title II announcement shared with Digital Accessibility Coordinators
  • May 23, 2024: ADA Digital Accessibility Center Session 1 Webinar: Introduction to New ADA Title II Digital Accessibility Regulation
  • May 30, 2024: On Campus article introducing the Digital Accessibility Regulation webinar series
Summer 2024
Autumn 2024
  • Formation of Digital Accessibility Process Redesign Working Groups and Key Stakeholder Group: The goals of the groups were to review Ohio State’s current processes, determine Ohio State's ability to meet the new Title II regulations, and to provide recommendations for additional resources to university leadership. Both groups had broad representation from units across Ohio State, including the Wexner Medical Center.
Spring 2025
  • January - March: Process Redesign Group and Key Stakeholder Meetings
  • March - April: The following recommendations were finalized and shared with leadership.
    • Focus communications and training on a select set of core accessibility skills
    • Create a central team for training, communication, and user support (not currently approved)
    • Incorporate 3Rs - Retire, Replace, Remediate, into processes for reviewing digital content
    • Revamp the digital accessibility web space
    • Purchase a centrally funded LMS accessibility scanning tool for CarmenCanvas
    • Implement progress measures using automated accessibility scanning tools for websites and CarmenCanvas content
    • Provide comprehensive training for faculty and instructional staff
    • Identify high impact courses to prioritize remediation efforts
    • Create a student accessibility training program
  • April - May: Begin implementation of approved recommendations and communicate future plans:

      • LMS scanning tool RFP
      • Development of new website content: 3Rs, 7 Core Skills, PDF Decision Tree
    • Communications:
      • April 30, 2025 On Campus article focused on digital course materials and communications
      • May 7, 2025: Shared recommendations with Digital Accessibility Coordinators
      • May 13, 2025: Shared Title II update and recommendations with Academic Program Advisory Council
Summer 2025
  • The Digital Accessibility: Title II and You project hub was published on the DAS website.
  • Canvas training modules have been made available.
  • The LMS scanning tool RFP is in progress.
Autumn 2025
  • OTDI and the Drake Institute will hold in-person and online synchronous accessibility workshops on Core Skills, Remediation and Replacement, and Content Creation beginning Week 2.
  • The selected LMS scanning tool will be made available later in the semester, with training planned towards the end of the semester.
Spring 2026
  • April 24, 2026: Title II compliance date for all Ohio State web and course content
